The reporter learned from Wuhan City Housing Administration, Wuhan Housing Management Department to strengthen the new commercial housing pre-sale work issued draft for comments, proposed to launch 7 categories of measures to further standardize the market order.
The drafts of soliciting opinions put forward seven kinds of measures to carry out the management of the manual of real estate development projects, strictly enforce the project image progress conditions, reasonably determine the minimum size of pre-sale projects, implement the regulations on the supervision and control of pre-sale funds, strengthen the management of sales plans, improve the credit system in the field of real estate, and establish a regular dynamic supervision and management mechanism.
The drafts for soliciting views on the progress of the commercial housing projects declared for pre-sale have been more carefully and clearly stipulated.For example, the lower-level project (including four-story project) requires the main structure to be capped and the masonry project completed; the multi-storey project requires the main structure to reach two-thirds of the number of floors; and the small high-rise project and above, the main structure of the building should reach one-half of the number of floors and not less than seven stories.
For the minimum pre-sale scale, the draft for comments is also clearly stipulated, requiring real estate development enterprises to declare new commercial housing pre-sale license of the minimum scale must not be less than one, not stratified, sub-unit to declare pre-sale permission. If the planned one-time approved construction area is less than 30,000 square meters (including 30,000 square meters), it shall, in principle, declare the pre-sale at one time; if the planned approved construction area exceeds 30,000 square meters, the declared pre-sale area shall not be less than 30,000 square meters each time.
In the future, all funds for pre-sale of commercial housing should be included in the fund supervision account opened by the developer, and the fund supervision account number should be recorded in the pre-sale license of commercial housing, the developer should inform the buyer clearly in the business activities, and should apply for the use of funds according to the key supervision fund use node.
